A bilateral exemption means both countries have agreed to let each other's citizens in visa-free — Vietnam has these agreements with Thailand, the Philippines, and Malaysia, among others. A unilateral exemption means Vietnam grants visa-free access to a nationality without requiring the same in return — Japan, France, and Germany are examples.
