As of June 2026, the Vietnam Pre-Arrival Information (PAI) system has expanded to cover four international airports across the country. The Vietnam Immigration Department has officially added Noi Bai International Airport (HAN) in Hanoi and Da Nang International Airport (DAD) to the mandatory declaration system.

If you have a flight booked to Hanoi or Da Nang, you now need to complete the pre-arrival form before boarding — just like travelers heading to Ho Chi Minh City (SGN) or Phu Quoc (PQC). This guide explains exactly what changed, which airports are affected, and what you need to do before your flight.

What Changed

Vietnam's Immigration Department (Ministry of Public Security) has officially expanded the Pre-Arrival Information (PAI) portal to include Noi Bai International Airport (HAN) and Da Nang International Airport (DAD).

This June 2026 announcement follows a rapid rollout schedule that began earlier in the year. The system was first introduced at Ho Chi Minh City (SGN) on April 15, followed by Phu Quoc (PQC) on June 1. Now, the pre-arrival declaration is a mandatory step for incoming passengers at Noi Bai and Da Nang as well.

According to an official statement from Noi Bai Airport, the primary goal of this digital transition is to streamline border procedures and significantly reduce waiting times for passengers at passport control.

Which Airports Are Covered Now

Currently, the Pre-Arrival Information portal covers four major international gateways. If you are flying into any of the following locations, you must submit the form before boarding:

  • Ho Chi Minh City / Tan Son Nhat International Airport (SGN) — Active since April 15, 2026
  • Phu Quoc International Airport (PQC) — Active since June 1, 2026
  • Hanoi / Noi Bai International Airport (HAN) — Active since June 8, 2026
  • Da Nang International Airport (DAD) — Active since June 15, 2026

Please note that other international airports — such as Cam Ranh (CXR) and Cat Bi (HPH) — are not yet included in the PAI system. Based on the current expansion pattern, more ports of entry may be added in the coming months.

Who Needs to Complete It

The rule applies universally across all four participating airports: all foreign nationals entering Vietnam via SGN, PQC, HAN, or DAD must complete the declaration.

You are required to submit the form within three days (72 hours) before your arrival in Vietnam. The process is entirely free and completed online via the official portal at prearrival.immigration.gov.vn.

Once you submit your details, the system generates a QR code. You must save this QR code on your mobile device or print it out to present to immigration officers upon arrival.

This Form Does Not Replace Your Visa

Vietnamese authorities have repeatedly stressed a crucial point: the pre-arrival declaration is not a visa application. It does not process visas, grant entry clearance, or replace standard entry requirements.

Travelers must still independently secure and confirm their legal right to enter the country. Depending on your nationality and the purpose of your trip, this means verifying your visa-free eligibility, applying for an e-visa at evisa.gov.vn, or arranging a Visa on Arrival (VOA) — completely separate from the PAI form.

The arrival card simply modernizes the collection of customs and immigration data at the border. Your visa and your pre-arrival form are two separate documents, and you need both.

What This Means If You're Flying Into Hanoi or Da Nang

Travelers who previously flew into Noi Bai (HAN) or Da Nang (DAD) did not have to worry about this step when the PAI system was limited to Ho Chi Minh City and Phu Quoc.

Now, if you are traveling to the capital or the central coast, your pre-departure checklist is slightly longer. You must ensure your pre-arrival form submission is completed within 72 hours of your flight. Failing to have your QR code ready upon landing will likely result in delays at the immigration counter, as officials will require you to complete the digital form before processing your passport.

The process is identical to what travelers to SGN and PQC have been doing since April. Go to prearrival.immigration.gov.vn, enter your passport details, visa or entry document information, flight code, and accommodation address. Submit, and screenshot the QR code confirmation page immediately.

If you are transiting through Hanoi, Da Nang, Ho Chi Minh City, or Phu Quoc on a single ticket without passing through passport control, you typically do not need to fill out the form. However, if you pass through immigration to recheck baggage for a domestic connection or a self-transfer, you are formally entering Vietnam and must complete the PAI declaration.
If you are flying directly into an airport not yet covered by the system — such as Cam Ranh International Airport (CXR) — you do not need to submit the pre-arrival information form at this time. You will proceed through immigration using standard procedures.
While the Immigration Department has not published a finalized calendar for remaining airports, the rapid succession of rollouts between April and June 2026 strongly suggests the system will eventually encompass all international entry points in Vietnam.
